TRUE DRUG REFORM

To the Honourable the Speaker and Members of the Legislative Assembly of New South Wales

The Petition of residents of the State of New South Wales respectfully sheweth that we feel betrayed by the outcomes of the NSW Drug Summit which adopted the policies of the radical drug lobby. We express our regret that the Drug Summit Communique does not represent the views of the majority of NSW citizens.

We oppose the recommendations for heroin "shooting galleries" in our suburbs and towns. We oppose suggestions to supply free heroin to addicts for heroin trials. We oppose the recommendations for legalised personal use, possession and self administration of marijuana (cannabis) and heroin, etc. These activities only encourage increased drug use. We call on the Parliament to deliver true drug reform strategies with the implementation of programs which are designed to get addicts off drugs, save their lives and reduce crime.

Your petitioners therefore humbly pray that your Honourable House will introduce true drug reform through a five fold strategy of:

  1. Coercive Residential Rehabilitation Drug Centres for all heroin-dependent addicts in cooperation with the Drug Court;
  2. Free Naltrexone treatment for all heroin addicts in Residential Rehabilitation Drug Centres for the rapid detoxification of their heroin addiction;
  3. Establishment of a Medical Panel to assess each addict and recommend to the Drug Court the addict’s treatment and length of time in a residential centre, follow-up treatment, supervision and counselling;
  4. Co-operation between law enforcement officials and parents of addicts who report their sons or daughters for treatment in residential centres;
  5. Legal power to conduct random drug tests on suspected drug addicts by Health Department medical officers and selected trained Police officers.

And your petitioners, as in duty bound, will ever pray.
